8.0. Composition of a Title Tournament

8.1

The tournament consists of the player and his opponents.

8.11

Games played against opponents who do not belong to FIDE-federations or who belong to Federations which have been temporarily excluded are not included.

8.12

Games played against computers are not included.

8.13

Games decided by forfeit, adjudication or any means other than over the board play are not included. Games once started, which are forfeited for whatever reason, shall however be included.

8.2

The tournament must have at least 9 rounds.

8.3

At least 80% of the players must be rated.

8.31

Unrated players will be considered to be 2000.

8.32

A player may ignore his result(s) against any opponents he has defeated, provided this leaves him with at least 9 games. Nonetheless, the full cross-table of the event must be submitted. (GA '94)

8.33

In Zonal Tournaments the limit of 20% unrated is waived. In the World Championship Zonals each unrated player is entered at the rating of 2100 (see 8.31). In the Women's World Championship Zonals, each unrated player is entered at the rating of 2000.

8.4

At least 50% of the individual players must be title-holders as in 0.31 (but not 0.311). For exceptions see 10.2 and 10.4 (GA 98).

8.5

At least one-third of the players shall not come from the same Federation as the candidate. Thus, in a 9 round event, there are 10 players including the candidate. At least 4 opponents must be from Federations other than his own. (Exception - see 8.8). This information must be clearly specified in the title application form. (GA 98)

This regulation also applies to Scheveningen type tournaments. (GA '94)

8.6

Except for Scheveningen-type tournaments between federations, and zonal tournaments of single-federation zones, at least three Federations must be represented. (Exception - for player, but not for tournament, see 8.8 & 8.9). (GA '94)

8.7

For a player who shall not come from the host federation, the requirement of 8.5 is: No more than two-thirds + 1 players shall come from one Federation.

e.g. 9 rounds ([2 x 10]+1)/3 leads to 7, and 13 rds. ([2x14]+1)/3 leads to 10. (Exception - see 8.8).
Provided that at least one-third of opponents must be from federations other than his own.

8.8

Swiss system tournaments shall be exempt from the requirements of sections 8.5, 8.6 and 8.7 provided that there are at least 20 FIDE-rated foreign players, from at least 3 federations, at least 10 of whom hold GM or IM titles, in the tournament. This information must be clearly specified in the title application form. (GA 98)

8.9

(GA '96) For female title applicants, Swiss system tournaments shall be exempt from the requirements of sections 8.5, 8.6 and 8.7 provided that there are at least 20 FIDE rated foreign players from at least 3 federations, at least 10 of whom hold FIDE titles (or rated 2300) in the tournament.

(GA '98) This information must be included in the title application form.

8.10

(GA '96) Each year, the national men's championship and national women's championship (this means only the final and excludes any and all preliminaries) can be considered to be an international title tournament (waiving 8.5, 8.6 and 8.7) provided that in each case the tournament is registered in advance.
(GA '98) Leagues and national team championships may also be counted as international title tournaments if they fulfil all the normal requirements. (GA '96) Title applications made exclusively on the basis of these events will not be accepted.
