D.V.13. World Youth Rapid Championships

World Youth Rapid Chess Championships Approved by 1995 Presidential Board and 1997 General Assembly.
Frequency
1.	The World Youth Rapid Championships shall be organized annually, under the aegis of FIDE, by an administrator entrusted with the task by the General Assembly at least one year in advance. The World Youth Rapid Chess Championships shall include as separate competitions: The World Championships for Boys-12 & 14 and the World Championships for Girls-12 and 14. In the following "he, him, etc." stand for "she, her, etc." as appropriate.
Participation
2.	The participant must not have reached his 14th or 12th birthday, respectively, on January 1st of the year in which the tournament is held.
3.	Each FIDE member-federation shall have the right to send one representative to each Championship. A federation may be represented by a girl in the girl's section and a boy in the boy's section.
4.	At least six months before the beginning of the Championships, the organizer shall send an invitation to all member federations. The invitation shall be approved by the President. Copies of the invitation are to be sent to the FIDE President, the Continental Presidents and the Zone Presidents.
5.	Without prejudice to previous regulations on number of participants in this championship, each federation shall be entitled to register any number of participants it deems necessary provided the following conditions are met: payment to FIDE of the approved fee of SFr. 200 per player in advance; payment of the full board and lodge of the additional player(s) to the host chess federation; the additional participants shall not be entitled to any other privileges such as payment of pocket money, etc. (if any), already reserved to the original nominee(s) of each federation (GA97)
6.	At least five months before the beginning of the Championships each federation accepting the invitation shall register its entries with the organizers. The birthdate of each participant must be given and must correspond with the birthdate given in his passport or other travel document. Copies of the entries shall be sent to the FIDE Secretariat.
7.	Prior to participation each federation has to pay to FIDE the entry fee of 100 Swiss Francs per player. No participant shall be allowed to participate without payment of entry fees.
Playing Schedule
8.	Each championship shall be played in 9 rounds on the Swiss system in two or three days.
9.	Participants must be present at the Ceremony for Drawing of Lots that is held in the evening of the official Day of Arrival.
Playing Conditions
10.	The Championships shall be played according to FIDE Regulations.
11.	The main session in each round shall be played according to Rapid Chess Rules using DGT clocks.
Arbiters
12.	The FIDE President shall appoint the Chief Arbiter after consultation with the organizers. The organizers shall appoint as many Deputy and Assistant Arbiters as necessary.
13.	A protest against the decision of an arbiter must be submitted in writing to the Chief Arbiter, within 5 to 10 minutes after the end of the playing session.
Appeals Committee
14.	Before the beginning of the first round, an Appeals Committee shall be elected by the representatives of participating federations. The Appeals Committee shall consist of five members and two reserves, representing seven different federations. No member of the Appeals Committee shall take part in a decision affecting his own federation.
Designation of the Winners
15.	The final ranking order of the players is determined by the number of points scored. If at the end of the tournament two or more players are tied for the first place, the tie shall be broken according to the criteria below. The sum of progressive scores. The highest total wins. If still tied, deduct the first round score, and if necessary the second round and so on. The result between the tied players if they have all played each other. The Median System. The Buccholz System. By age, in favour of the younger player.
Financial Regulations
16.	The travel expenses of the participants and accompanying persons shall be paid by their national federations. The board and lodging expenses from the official day of arrival to the night before the official day of departure shall be covered by the organizers for two players per participating federation and one accompanying person per federation represented in the Championships. The organizers shall state in the invitation the daily cost of board and lodging for participants and accompanying persons not covered by the above. The payment of the arbiters and other officials shall be done in the national currency of the organizers.
Prizes and Titles
17.	Before the beginning of the first round, a list of the prizes to be awarded to the highest placed participants, including special prizes, shall be published together with the rules for their award. The organizers shall also award Gold, Silver and Bronze medals to the players taking the first three places in each Championship.
