Regulations for the European Junior Championship Approved by the
1981 General Assembly. Amended by the 1982, 1989, 1993, 1995, 1996 and 1998
General Assemblies.

Frequency |
1. |
The European Junior Championship will be organised each year by
one of the affiliated European chess federations in Zones 1.1 to 1.9 to be
designated by the General Assembly at least one year in advance. The European
Junior Championship will include separate competitions for boys and girls.

Participants |
2. |
Entitled to participate are chess players from the federations
in Zones 1.1 to 1.9 who shall not have reached the age of 20 by January 1st of
the year in which the tournament will commence. |

The players placed 1-3 in the previous European Junior
Championship will have the personal right to participate in the tournament if
they fulfil the condition of Article 2. This privilege may be exercised once
exclusively in the subsequent year following the year of qualification.

In addition to the players mentioned in Article 3, each
affiliated federation in Zones 1.1 to 1.9 will have the right to send one
representative to each Championship. The organizing federation shall have a
second place in the tournament, and holds a player in reserve to make an even
number of participants, if necessary.
Girls may take the place of boys, so a federation may be
represented by a girl in the boy's section and a girls'section. Boys are not
allowed to take the place of a girl. |
5. |
Without prejudice to previous regulations on number of
participants in this championship, each federation shall be entitled to register
any number of participants it deems necessary provided the following conditions
are met:
- payment to FIDE of the approved fee of SFr. 200 per player in advance;
- payment of the full board and lodge of the additional player(s) to the host
chess federation;
- the additional participants shall not be entitled to any other privileges
such as payment of pocket money, etc. (if any), already reserved to the original
nominee(s) of each federation (GA97);

At least four month before the beginning of the tournament the
organizing federation will send an invitation to all affiliated federations in
zones 1.1 to 1.9. |
7.1 |
The letter of invitation shall be approved by the Continental
President for Europe. |
7.2 |
Copies of the invitation shall be sent to him, to the FIDE
President and to the Presidents of zones 1.1 to 1.9. |
8. |
At least two months before the beginning of the tournament each
federation accepting the invitation shall send its entry to the organizing
federation. The birth date of each participant must be given and it must
correspond with the birth date given in his/her passport or other travel
document. |
8.1 |
Copies of the entry shall be sent to the Continental President
for Europe. |
8.2 |
The entry fee stipulated in the Financial Regulations shall be
paid to FIDE. |
Playing Schedule |
9. |
The tournament will be played in 11 rounds according to the
Swiss System. |
9.1 |
The tournament may have a free day. |
9.2 |
The participants should be present at the opening ceremony.

Playing Conditions |
10. |
The time limit is 40 moves in 100 minutes, then 20 moves in 50
minutes and finally 10 minutes for the remaining moves. From move 1 30 seconds
will be added after each move. The games shall be played using the DGT clocks.

Arbiters and Appeals Committee |
11. |
The Continental President for Europe will, after consultation
with the organizing federation, nominate the Chief Arbiter. The organizing
federation will appoint the necessary assistant arbiters and other officials.

12. |
Before the beginning of the tournament the Appeals Committee
and its chairman shall be elected. This committee will consist of three members
and two reserve members, chosen by the players from among themselves or the
representatives of participating federations. The persons chosen for the Appeals
Committee shall represent five different federations. |
13. |
Protests against decisions of the Chief Arbiter or his
assistants, must be submitted in written form to the Chairman of the Appeals
Committee at the latest within one hour after completion of the round concerned.

14. |
If the federation of the chairman or of a member of the Appeals
Committee is concerned in an appeal, the chairman shall replace this person by
one of the reserve members. |
Designation of winners |
15. |
The order of the players in the ranking is determined according
to the number of points obtained. If at the end of the tournament two or more
players are tied for the first place or other places, the tie shall be broken as
follows :
- After eliminating the lowest rated opponent, find the sum of opponents'
ratings. The highest total wins.
- If still tied, eliminate the rating of the next lowest rated opponent(s)
until a decision is possible. Players without FIDE rating will be counted as
2000.
If according to 13 (a) and (b) no decision is obtained the tied
players will be joint winners (if the tie break is for the first place) or
placed equal in the final ranking. |
Prizes and Titles |
16. |
The organizing federation shall award Gold, Silver and Bronze
medals to the players taking the first three places for boys and girls.

17. |
The organizer shall award prizes to at least the ten highest
placed participants. Before the beginning of the tournament a list of these
prizes shall be published together with other prizes to be awarded and the rules
for their award. |
18. |
The European Junior Champion shall be awarded the title of
International Master. Clear first place is equivalent to a 9-round Grandmaster
result (GA'93) |
19. |
The European Junior Champion shall have the personal right to
participate in the same year's or the following year's World Junior Championship
if he has not exceeded the age limit in the meantime. This privilege may be
exercised only once. (GA '93). |
Financial Regulations |
20. |
(GA '96) The travelling expenses of the participants and
accompanying persons shall be paid by their national federations. The board and
lodging expenses from the official day of arrival to the breakfast of the day of
departure for the persons mentioned in Article 3 and 4 and one accompanying
person per federation shall be covered by the organizing federation. For each of
these persons the organizing federation may require a maximum financial
contribution of USD 150 per player. The amount may be increased in exceptional
cases. The organizing federation shall state in the invitation the daily cost of
board and lodging for the participants and accompanying persons not covered by
the above. |
