Participation in FIDE Individual and Team
Competitions Approved by the 1991 General Assembly. |

Entries |
1.1 |
Entries for participation in FIDE official individual and team
competitions shall be made by Federations save as provided in 1.2.

1.2 |
Where a player has qualified from one FIDE individual
competition for another FIDE individual competition or is qualified for a FIDE
individual competition by virtue of a personal right (such as ELO Rating) he or
she may in the absence of an entry by a Federation enter himself or herself
directly into such competition but shall then be personally responsible for the
financial obligations to FIDE in respect of such entry. |
2. |
Eligibility for participation in FIDE team competitions

2.1 |
For all FIDE team competitions namely the Chess Olympiad, the
World Chess Team Championship, the Continental Chess Team Championship, the
World Under-26 Team Championship and the World Students Team Championship (but
excluding continental club competitions) the following eligibility rules shall
apply to the composition of teams representing Federations |
2.2 |
The players representing a Federation must be qualified by
birth, citizenship or naturalisation to represent that Federations, save as
otherwise provided in 2.3, 4.1, 4.2 or 4.3 |

2.3.1 |
A player who has resided for at least three years in a country
of which he or she is not a citizen after the date on which FIDE shall have
received notification of change of Federation pursuant to 5.2 and who proves
that he or she has applied for citizenship in that country or intends to do so
as soon as the legal requirements are fulfilled may become a team member of a
Federation after a thorough examination and clearance of the case by the FIDE
President. |

2.3.2 |
Provided that a player did not participate in a FIDE
competition including continental Individuals and Team events 5 years prior to
the date of notification, the period of residence shall be reduced to 2 years in
his new Federation before he can play for this Federation (EB '99).

2.3.3 |
Players who are up to and under the age of 14 years prior to
the day of notification shall have their period of residence reduced to 12
months or 1 year in his new Federation before he can play for this Federation
(EB '99). |
3. |
Eligibility for participation in FIDE individual competitions
|
3.1 |
For all FIDE individual competitions the following eligibility
rules shall apply |
3.2 |
The players representing a Federation must be qualified by

otherwise provided in 3.3, 4.1, 4.2 or 4.3. |

3.2.1 |

commencement of a FIDE individual competition may represent his or her

4. |
Additional eligibility for participation in both FIDE
individual and team competitions |
4.1 |
A player with dual citizenship may only represent one
Federation and is eligible by citizenship to participate in a FIDE team or
individual competition on condition that he or she has not represented any other
Federation in any FIDE team or individual competition at any time in the
preceding year. |
4.2 |
A player who is qualified to represent a Federation by virtue
of any criteria other than citizenship is eligible by citizenship to participate
in a FIDE team or individual competition at any time on condition that he or she
has not represented any other Federation in any FIDE team or individual
competition at any time in the preceding year. |
4.3 |
In addition to all other criteria in 2.2, 2.3, 3.2, 3.3, 4.1
and 4.2 Federations which are admitted or readmitted to FIDE at any time after 1
July 1991 are entitled to be represented in FIDE team or individual competition
by any player resident in their territory at any time during the first year
calculated from the date of their admission or readmission to FIDE provided the
Federation delivers a list of such players to FIDE before the player represents
the federation or the first anniversary of their admission or readmission to
FIDE whichever shall first occur. |
5. |
Transfer from one Federation to another |
5.1 |
A player may at any time transfer from one Federation to
another Federation with the consent of the Federation to which he or she wishes
to transfer. |
5.2 |
FIDE shall record the change with effect from the date
stipulated by the Federation to which the player has transferred and shall
notify the player's former Federation of such change. |
5.3 |
Application to FIDE for clearance of eligibility pursuant to
2.3 or 3.3 shall be supported by evidence of residence signed by the player and
certified by his Federation.

6. |
Transitional arrangements |
6.1 |
These regulations shall come into force on 1 January 1992
except for 2.3 and 3.3. |
6.2 |
Between 1 January 1992 and 31 December 1993, 2.3 and 3.3 shall
come into force save that instead of the respective periods of three years
mentioned therein there shall be substituted the period of one year plus the
period between 1 January 1992 and the date on which any question of eligibility
thereunder falls to be determined. |
6.3 |
2.3 and 3.3 shall come fully into force on 1 January 1994.
Those Regulations replace 6.381 to 6.383 of Olympiad
Regulations and 6.361 and 6.362 of World Chess Team Championship Regulations.

Mailing Lists for FIDE Official Tournaments Approved
by the 1982 General Assembly.
The organizers of official FIDE tournaments send the FIDE
Secretariat a list with the names and addresses of the persons to whom the
invitation was sent.
This enables FIDE to check and where necessary to correct the
addresses and to see to it that there are no omissions or mistakes, thus
diminishing the risk that federations are not represented due to lack of
information.
National Flags and Anthems at FIDE
Competitions Approved by the 1982 General Assembly
At all the official FIDE competitions the flag of the host
country, of all the participating countries and the flag of FIDE will be hoisted
in the playing area.
National flags of the countries of which the players are
citizens will be put on the tables (in team competitions the flags may be put
only on the number one table).
At the opening of the official team competitions the national
anthem of the host country and the anthem of FIDE will be played.
At the opening of the official matches the national anthems of
the countries of the participants will also be played.
At the closing ceremony of all the competitions the FIDE
anthem, the national anthems of the host country and of the winning team's or
player's country will be played and the flags of the countries of the three
winning teams or the winning player of the individual competition will be
hoisted.
The federations participating in official team events will send
two table flags to the host federation before the beginning of the competition,
and will see to it that at the end of the competition tape recordings of the
national anthems are available. |
